深圳市留學(xué)生創(chuàng)業(yè)園系市政府為吸引海外留學(xué)人員來深創(chuàng)業(yè)，于二○○○年十月在市高新區(qū)設(shè)立的留學(xué)生創(chuàng)業(yè)基地，由市人事局、高新辦、龍崗區(qū)政府和美國國際華人科技工商協(xié)會聯(lián)合投資興辦，實行“政府引導(dǎo)，企業(yè)化運作，留學(xué)生管理”，這種模式在全國尚屬首創(chuàng)。
目前，創(chuàng)業(yè)園孵化面積達50,000多平方米。市政府投資在高新區(qū)興建的、建筑面積5萬多平方米“留學(xué)生創(chuàng)業(yè)大廈”，預(yù)計二○○七年七月投入使用。創(chuàng)業(yè)園吸引了一大批從美國、英國、日本、德國等20多個國家留學(xué)回國人員創(chuàng)辦的企業(yè)進駐，項目主要包括電子信息，生物、醫(yī)藥技術(shù)，新材料、新能源、環(huán)境保護，光機電一體化等高科技項目。二○○四年，入園企業(yè)實現(xiàn)產(chǎn)值12.1億元，出口6,300萬美元，上繳稅金9,800萬元。入園企業(yè)(項目)共獲得市政府及省和國家等各項資助7,000萬元。
留學(xué)生創(chuàng)業(yè)園遵循國際規(guī)范，實行企業(yè)化運作。主要發(fā)揮三個基本功能：一是孵化器功能，二是項目管理功能，三是資金管理功能。
留學(xué)生創(chuàng)業(yè)園擁有一批博士、碩士、及具有海外工作經(jīng)驗的有知識、懂經(jīng)營、善管理的高層次人才，聘請海內(nèi)外著名專家學(xué)者，組成專家咨詢委員會參與創(chuàng)業(yè)園的決策和管理，并為入園企業(yè)提供出國培訓(xùn)、外國專家聘請等咨詢服務(wù)。（摘自：中國深圳留學(xué)人員創(chuàng)業(yè)園網(wǎng)站）
Shenzhen Overseas Chinese High-Tech Venture Park is a base founded by Shenzhen municipal government to attract overseas Chinese to set up their enterprises in Shenzhen. The park is jointly established by Shenzhen Municipal Personnel Bureau, Shenzhen Municipal High-Tech Office, Longgang District Government and CASB Ventures LLC in USA. It is the first venture park in China jointly invested and operated by government and overseas Chinese organization.
Located in Shenzhen High Tech Industrial Park, SZOCHTVP has offices of more than 50,000 m2 for R&D purpose. Furthermore, the "Overseas Chinese Venture Building" is now under construction, it is an office building with an area of 50,000 m2, and it will be in operation at the end of 2005.
The park is operating as an enterprise following international practice and has three main functions: 1) incubator, i.e. provide site for scientific research, experiment, and administration, and provide perfect auxiliary facility and management services; 2) project management, assist returnees in their searching for domestic cooperation partners and capital for the establishment of enterprises and industrialization of scientific research achievements; 3) capital management, induce venture capital (especially foreign venture capital), functioning as a venture capital management company, and help to finance their business for enterprises in the park.
The park has a great variety of human resources, include many Doctors and Masters with overseas education background and working experiences. An expert consultation committee composed of famous experts and scholars at home and abroad has also been set up for policy making and management of the venture park.
